PCI modem problem

This is something I am going crazy about.

I have downloaded an MS-DOS internet browser named arachne (see http://browser.arachne.cz for details) and when I tried it with a PCI modem, it said it could not connect. Now I switched to an ISA modem (slower baud rate) and it could connect. However in Windows, both modems are able to connect. The PCI modem uses drivers in Windows and the ISA one doesnt. I have researched and realized that the PCI modem does NOT have a UART chip and the ISA modem does. This UART chip is supposed to let MS-DOS recognize that a modem is installed on COMx, IRQx. I know there are video game emulators but I dont know of any UART emulators. and another thing, I checked the properties sheet and the check box for “Enable Dos Support” is grayed out, however all the files are installed correctly.

So if your solution allows me to use my PCI modem in dos, you get the points.
