pcmcia modem on laptop not responding

A user has turned in a Digital Hi-Note Ultra II with Win95.

symptoms: modem does not respond when I test it from diagnostics tab of Modem properties in Control panel.

I have tried with several known good pcmcia modems with same result.

pc card services is loaded and working.
win95 detects modem and installs when I remove it from device manager.
there are no conflicting IRQ's in device manager.

Anyone have any suggestions on what to try next?

There are the next choices:
1. Try with an other OS for example Windows 98 and see what is happenning.
2. May be the slot of the laptop is not compatible. Try an other slot.
3. See the port address referred in the modem documentation if is the right one, some modems accept only "personalised" I/O ports and if the OS assigns a different address the modem could not communicate with the laptop.

I've had many modems that don't register on the diagnostics tab. does this modem work? I would suggest going to Digital for a PCMCIA card slot driver.
