Peer to peer Internet access fails

I have windows XP connected via a crossover cable to a Win 98 Laptop with File and printer sharing enabled.IP addresses manually configured and all works fine.Both machines can connect to Internet via their own ISDN TAs. Except when the XP machine is switched on first laptop cannot connect to Internet.
