Peer to Peer XP & Win98

I am having problems with doing a peer to peer network with one XP PC and one Win98 PC. I am using a crossover cable and have made the Networking Disk from XP and loaded it on the Win98 machine. That didn’t work so I tried loaded Netbeui. That didn’t work either. The only thing that seemed to work was putting a router in. However, I know you can get the two to communicate, I’m just missing something. Any help would be appreciated.
