Pentium M speed issue

Hi all, I have a Tecra M2 which I bought from a friend. The only thing I have an issue with is the CPU (Pentium M) speed. It says it is 1800mhz but only shows 598mhz max when testing with speedstepping. I’ve searched all over for an answer, the usual being update BIOS (I have) change settings in power options to “always on” (I have) None of these options ever work, I’ve been told to check in the BIOS to see if speedstepping is enabled and I can’t see an option. I know the laptop stays at 600mhz for power saving etc but it never goes higher when stressing it with lots of applications etc. Please help I’m tearing my hair out trying to fix it. P.S while typing this I checked the speedstepping appllication and it says the CPU is running at 144mhz!?! Thanks Simon
