performance issues on Win98 machine

I have a Packard Bell 333 mhz machine with 256mb of memory, and my system performance is terrible, and my page load speed is terrible even though I have a cable modem.

I’m hardly running anything at all during startup. I’ve checked over the autoexec.bat and command.com, all the startup files pretty good.

I defrag regularly
I don’t have anything in any temp files.
I run scan disk periodically
I run the Fixit 99 utilities from Mijenix and I use the disk fixer, registry fixer, registry defragger in that utility.

I really could use some pointers of things I can look for to improve my system performance aside from trashing my machine.
