Permissions Issue

I have 2 domains that are trying to log onto Citrix. In one domain users can run crystal reports in the other they cannot both have the same permissions. In the second domain only Admins may run crystal. Citrix is run on a 2000 server the domain is NT 4 any ideals on this?
