Permissions on 2nd DC

I added a second Win2k sever to my network recently. On this new server, I can’t view or change Domain, Domain Controller, and Local security policies. Also, It won’t allow me to change folder settings (ie View file extensions)
I am logged in as administrator, I should be able to do anything.
