Permissions on Excel file change when saving

I have an Excel file on our Windows 2000 server that is shared by several users and the NT permissions change everytime the file is saved. I have unchecked "Allow inheritable permissions from parent to propagate to this object", selected "copy" to retain the current permissions and then added new users to the access list. It stays like this until one of the users updates the spreadsheet and saves it and then it reverts to "Allow inheritable permissions from parent to propagate to this object" and wipes out the permission changes I have made with the permissions from the parent folder, which I don't want. Sharing permissions are set to "Everyone - Full Control" a couple levels up at the shared folder. I'm controlling security with the NT permissions. This is driving me crazy. Any ideas?
