Personal Folders, Backup, and Remote access, VPN

Straight ot the point. We have 4 different offices across the Europe with the Biggest one in UK 35 users. All our Users are mobile and have no desktops only laptops. All our servers are in USA. We have no file and print or any other Servers in Europe.
UK have T-1 2MB (sprint) Leased line Watchguard and Sonicwall one Cisco Switch. That is all, and other 4 offices have their own ISP, same hardware.
Problem we are facing at the moment Users having the .pst on their local Drives. If any of the laptops gone missing big problem.
Now my task is to find a way to solve this, as Cheap as Possible. Please what do you recommend for the Servers and any other Hardware, required?
How to have users access thei,r .pst—Personal Folders, if they ARE NOT STORED LOCALY.
My previous experience, that All Users have their PERSONAL FOLDERS ON THE NETWORK AND THEY WILL BE ACCESSING THEM VIA RCA SEC.ID.
Is it possible to do the same Via VPN.Or have some different solution.To have all USERS PERSONAL FOLDERS CENTRALIZED ON ONE DEDICATED SERVER FOR ALL EUROPE, WITH DIFFERENT ISP, MAYBE BIG JOB.Or each country one CHEAP SERVER.
WHAT DO YOU RECOMEND WHICH HARDWARE ANY BACKUP SOFTWARE.
