Phone Calls using Bluetooth, is that possible ?!

Hello,
I am thinking of project that will enable mobile phones that has Bluetooth to connect and talk to each others (for free of course) in a limited area (University Campus).

Ideas I have about this is to use access points that will connect the phones with each others.

Is that possible ?! Any thoughts are welcomed.
