Ping domain name and get reply from BDC's IP address

I have 2 DCs(DC1,DC2) both of them running Windows server 2003 R2 standard and domian funtional level is windows server 2003.
DC1 is PDC, DC2 is secondary BDC.
From clients i ping the domain name(ext: Ping,sometine i get reply from IP address of DC2, sometime from DC1. But now BDC is missing Sysvol and Netlogon share so group policies could not be applied.
operations master is still DC1.
I want to get repy from DC1 when ping the domain name and group policies can be applied.
anyone can tell me how to fix this?

There really isn't a BDC in a Windows 2003 domain. What I would do is either demote your DC2 or fix the replication. Fixing the replication would be the best option in my opinion. Look in the event viewer for replication errors as a start. Also dcdiag is a tool that may be able to fix some issues.

demote and promote not work

Thank you very much for your reply,
on DC2,I tried to demmote AD after that promote it again, but it is the same problem.The Sysvol and Netlogon still can not be shared.
I checked replication(adsiedit.msc), all Ntfrs configuration is met Microsoft KB272279.
One thing what wondering me, why GPO can not be applied although the PDC is running!?

when i ran Dcdiag command, i got error:
Unable to connect Netlogon and Sysvol share(\\DC2\netlogon; \\DC2\sysvol).
