General failure.

Ping statistics for 10.10.3.2:
Packets: Sent = 4, Received = 0, Lost = 4 (100% loss)

I still can browse outside intranet only.
I can't ping over the gateway.

Last activites i did:

Definatly black ice related, not familar with the setup of black ice, but there should be an area where you can edit program access I would scan through that see if you see "ping" from microsoft corp. and edit it's permissions. Hopefully this is some help, if not uninstall / reinstall black ice, but note even though you uninstall a firewall app. sometimes they leave some remants and active settings, with norton f/w you need to use thier uinstall utility not sure if black ice has one or not.

I would try and reinstall BlackIce then checkthe program allowance list make sure PING is allowed see if that corrects the issue, have you tried using a socket repair utility? If not probally a shot in the dark but here's a link to one that works

http://www.snapfiles.com/get/winsockxpfix.html

Hopefully that works...

if not did you purchase BlackIce? If so do they have email support/forum support..ect.. that's always an avenue to travel down also.

Go to administrive tools, click on services, stop the service called "IPsec Policy Agent" and use it disable.
