Ping, Seeing if hostnames are alive.,etc

I am trying to find either external software or a good method of checking hostnames to see if they are alive.Also other devices like Mail servers and web servers. What are my options? What is the most robust application that can do this. I want to be able to be alerted via cell phone & E-mail. And it cannot be too expensive…
Please help
