playing dvd's

Is it necessary to purchase a decoder to play
mpeg2 files/ movies

Too view commercial DVD videos, you need either a hardware or software decoder.

It may not be necessary to buy one though.

Check the driver CD for your video card and DVD drive. They often include a software DVD decoder.

Otherwise, I suggest that you pick up either Power DVD or Win DVD.
I have seen both on-line for under $10 in the US.

You may search in http://www.download.com for MPEG2 and DVD players available for download.
