Please Help with a User Management Issue

I'm not sure if this is the right forum for this post or not. I am the tech director for a private school, but I'm new to network administration and not sure how to accomplish a certain task. We are running a Win 2000 server. I have installed a typing tutor program on each of the desktops in our computer lab (it only works with a local installation, not with a network installation). When the program installs, it does not put a shortcut for the program in the start menu or on the desktop. I currently have access to the C drive disabled for all of the students (for obvious reasons, I don't want students to have free access to the C drive). Is there a global setting that I can make on the server in the student group policy to automatically place a shortcut to the program (which again is installed on each desktop's C: drive) on the desktop when each student logs in?
