Plugin did not initialize properly.

I went to a client who had a windows 98 machine with IE 5 and netscape communicator.He wanted todownload the latest antivirus patch from our intranet site. Whenever he clicks the link windows gives the error: “Plugin did not initialize properly”. On the other hand while using Netscape Navigator he is able to open the same.why is it so?
