Our shop achieved CMM level 2 last week. Level 2 has nothing to do with "best practices" or whether you even finish your project (let alone on-time or under budget).

To achieve CMM level 2, all you need is a process, and you have to prove that you followed it by producing lots of documentation.

CompTIA offers IT Project+ Certification. This is a best practices certification. You can view the domains of the certification at comptia.org. Look for IT Project+ under certifications. This should help you determine what is needed to bring projects in on time, on budget, and meeting customer expectations.
