Policies not working with Common Profile

I have a common profile setup for the users on my network (NT 4.0). I also have a policy set, restricting the display controls, however, this policy is not working. Sometimes the administrator account picks up the policy, but not the regular users! Very Weird.

i guess the question is what is on the policy, i mean do you have a group that everyone is in, including the admins? are there workstations on that policy that when admins log on to a particular pc it happens.

if you have, for example, had 2 groups, reg users and admins. As long as the admins are not in the users group and the policy is set up ok, they should not be mixing.

I have separate groups setup. The group I wish to have these restrictions set on is a separate group and the administrator is not a part of this group. I have the restrictions set for only this group. I also tried applying the restrictions one byone, and then logging in on several systems to see if it was a system problem. Still, no go.
