how i make a policy on a stand alone server that i create a user on server and this user only have rights of shut down the computer just no other desktop items he see plz give me answer how this possible in NT Server 4.0

Why have the user be able to log on to the server to shut it down. Give them the shutgui application from the resource kit.

Give that user the following rights:

Access the server over the network
Shutdown the server.

Do not give them the log on locally right.

Then this user can use this tool from their own desktop to shutdown the server.

Simple.

I don't know exactly what your after, but windows NT server has a feature called system policy editor, this can be used to enforce system configurations on computers or users within a domain, from the domain controller. If you have a pdc, you can apply a policy to a user account restricting access to pretty much all features within NT.

NB: Make sure you save the settings into a file called ntconfig.pol, under the netlogon share of the domain controller. Hope this is helpfull.
