I have win98 computers which will download the policy and implement it fine, but on other comptuers, using the same login, don't download the policy. While I'm asking how can I manage which users are in which groups, and which takes priority group or user policy?

I assume you're talking about system policies in Windows 98. Group policy in Windows 2000 can only be applied to Windows 2000 pro, 2000 servers, and Windows XP. For system policies, 95/98 machines can share the same policy, but NT needs to have its own separate policy created using NT's system policy editor. The processing order is complex, but basically: if user policy exists it's applied first, then the computer policy. If no user policy, then group policy, then computer. Hope it helps.
Yes I'm trying to apply policies to win 98 computers, I don't have any Win2k or XP computers. I do have group policies working on win 98 computers, its just that some, even with the automatic update of policies when they log in, don't download the policies.
Do you have multiple domain controllers for your domain? Your config.pol file has to be stored in the winnt/system32/repl/import/scripts directory on every domain controller that can authenticate the user logging on. You can copy them by hand, or you can set up the replicator service to automatically copy them for you. Hope it helps.
