Policy Problem – Policy won’t work

We recently had a PDC (in Windows NT 4) crash and so we promoted the BDC to PDC and then proceeded to rebuild the former PDC. Once we had it rebuilt we promoted the BDC to PDC and everything appeared just fine. We then recreated the system policies that we previously in effect and thought nothing more of it. However, we cannot get the policies to take effect. We put the ntconfig.pol in the Netlogon directory and we even (using poledit.exe) set it to manually update from the Netlogon directory. Anyone ever experience this? Any ideas?
