Poor network performance

Please advise possible causes for our network to keep “falling over” and running painfully slow. I have replaced hubs with switches but so far thats all. The server is Win NT4 SP6 employing pentium 3, 128mb ram (being increased to 512mb on Friday). 25 users operating various OS’s ranging from Win95 to Win XP. The majority is Win 98 SE.
