POP and SMTP Mail problems

Here’s an issue I pursued with Microsoft but was told to send an email to “wish.” Trust me I am making a very long story short.
Problem is with SMTP authentication, Outlook is configured to always send mail first, when clicking the Send/Receive button, and because most SMTP servers now require authentication the send mail will fail – the first time.
The work around is, once a user retrieves, or attempts to retrieve, mail the POP server authenticates and the second attempt to send mail works.
The question is has anyone figure out how to change the order so that Outlook will always attempt to pull mail first?
