POP3 Assistance

We are not using Exchange server at this time, but are using Outlook 2003 with POP3 accounts for each user in our office. POP3 accounts are managed by Time Warner to which I can access the administration portion of those accounts for creation and modification online by logging in to the business site. One of the issues with the users is that they cannot do a ?Check Name? for the individual(s) they are emailing unless all the employees are in their Contacts list. Short of me going to each user and added those Contact for them ? what is an easier way to accomplish this? My initial thought is to create a Windows Mail Distribution List.
