If you want to go the .Net way, check out the usage of DotNetNuke.

If you're looking for quick-and-dirty for small biz and don't need an enterprise-level portal, you may want to try a PHP solution. Just google "php portal". There are LOTS of these out there (post-nuke, phpnuke, phpwebsite, etc.) and it's relatively easy to setup with a web-hosting provider. Technologies used are mysql (db), apache (webserver), and php (programming language). Typically deployed via linux so you will need basic unix os skills. Once installed, all administration and website updates are done via php solution's gui (no command-line level skills required). For advanced customizations, you will need to know a little php.

If enterprise level is what you're looking for (i.e. industry standard), investigate Oracle Application Server, IBM Websphere, BAE, JBoss, etc). This will involve greater skillset.
