Power is on but won’t boot up

I was working inside my computer, trying to install a new PCI card. It turned out that I didn’t have a free port, so I put everything back in their original positions and turned on the power. The computer then made intermittent long beeps and not much else happened. The hard drive turns on, but except for the beeping and the power/hd lights on the panel turning on not much else happens. There is no video output. The computer doesn’t boot up; it just sits there and beeps incessantly. Thereis no floppy action and I don’t think the RAM test runs either. I know that many things could be wrong I just need some insight as to what they may be. Thanks.
