Power Management Problems under Win 98SE

I’m having trouble with Win 98 SE properly turning off the monitor & suspending. The power management features are set as follows: Scheme: Home/Office Desk, Standby after 15 min, turn off monitor after 10 min and turn off HD after 15 min. Now I have tried every conceivable combination of those settings and the computer just will not suspend and 99% of the time the monitor will not shut off either.
I understand that software can prevent Windows from going into suspend mode, although I don’t like it, but why on earth would the monitor not shut off after the specified period of time?! Could it be a hardware problem? Could there be a heat problem? The m/b is usually around 104 F and the CPU is 127 F. Is that too hot?
I could go on and on with questions and suspicions but I see there is a question length limit so I’ll stop here.
Power Management is VERY important to me and yet I experience a LOT of trouble getting it to function properly. Can I force Windows to suspend even though software is telling it not to?
