Power Supply or MoBo

Situation: Computer starts (lights, fan, etc) but does not boot. No BIOS beeps, video or boot.

Actions taken: Tested power supply w/ multimeter, output on PowerGd was 1.2v, which I understand to be low (?), other voltages ok; Replaced PS, still won’t boot. Stripped machine to MoBo, video card, memory and CPU, still won’t boot.

Quirk: When I test each PS connected to computer, the PowerGd line tests at around 1.2v, when I disconnect the PS from computer and backprobe it with it connected to an ATX power tester, it tests good (via the ATX tester) and the PowerGD line tests at 2.1v w/multimeter.

Questions: Would I be correct in concluding this is a MoBo problem? Why does the PowerGd line of the power supply test differently when unplugged from the computer vs. connected to a different device (the ATX tester)?
