Power User Account?

Is there a way to create a user account in Windows XP similar to the “power user” account available in Windows 2000? My agency has auditors in the field and would like to give them partial installation power to update virus definitions and Windows updates. Limited user accounts types are too restrictive and administrator accounts types are not restrictive enough. We need something in between.
