Power User Rights In Windows 2000 Pro

I have a PC running Windows 2000 Professional. I have administrative rights and created an account for my roomate with Power User rights. There are some programs that won't allow him to run without admin rights like Adaptec CD-Creator. Is there a way to bypass that without making him an admin? I am afraid that he might screw things up with that kind of power.

It can be done by setting up NTFS Permissions,you can view this option by by going to the Apps Properties and clicking on the Security Tab and configure the options for user.
