Power User Rights In Windows 2000 Pro

I have a PC running Windows 2000 Professional. I have administrative rights and created an account for my roomate with Power User rights. There are some programs that won’t allow him to run without admin rights like Adaptec CD-Creator. Is there a way to bypass that without making him an admin? I am afraid that he might screw things up with that kind of power.
