Pre-boot assesment

I have a laptop[dell] inspiron 1525 vista when i turn on the computer its ran the test BIOS and i have error codes 200-0146 hard drive1 - code 0F00:137B, Msg: DVDRW_32 drive media missing, 0F00:065D, MSG: Disk_0 self test failed reading portion.[PSA DIAGNOSTIC HAS BEEN RAN].. when i run safe mode it wont finish all the way. Where do I start?

Seems like system is trying to load something from your dvd drive.

Check for viruses, with a AV boot cd like norton, f-secure, etc

Use something like ERD commander to edit your "run" sequence in your registry, and check if there is something like "d:\*" in it

i agree with the previous poster, however I've seen allot with these new dell laptops and desktops that sometimes the boot device in the bios can change from ata to attapi, check that your bios. make sure its configured to look for a ata HD ( sata ) not an IDE
