How can it be worked and or what is the name of this software, thanks a lot!

In PP2K, there is no “native” effect that makes that happen. However, it can be done by inserting a carefully created FLASH movie into the presentation.

WinPointer from PC magazine may be close to what you want. And it’s free.

“WinPointer 2 supports five different drawing surfaces. These drawing surfaces are called layers. Each layer has its own drawing color, pen width, font style, and mouse pointer, so switching between layers enables you to quickly switch between annotation settings. Layers can be visible or invisible, so you can prepare annotations on layers ahead of time and make them visible one by one as you proceed with your presentation. You can also shift layers around the screen, just as you can move transparencies to different areas of a slide. Thus, if a layer is used to create a spotlight, you can shift the spotlight to different parts of the presentation screen.”
