Prevent User from Installing programs

I have some laptops set up with Windows 2000 and the user was set up with "Restricted User" access but this caused a few problems so I am trying to set the User up with "Power User" privileges but I want to be able to prevent the user from installing any programs like what happens with "Restricted User".
I have set them up to prevent them from installing programs with Windows Installer, but a few programs will still install with this setting if they don't use windows installer.
Is there something else I'm missing?

If you don't want users to install applications, they can't be members of the power users or administrators group
If you can be a little more specific about the problems you are having, maybe I can help you solve them while keeping your users only in the "users" group.

If the problem is that certian applications won't run for the user who is a member of only the "user" group, you can try the following steps.

1. Find the software program in the registry.
you will need to use regedt32 instead of regedit
to modify security settings
HKEY_LOCAL_MACHINE and look under software
When you find the associated program key, click on it and select security from the menu. Open the permissions, and add authenticated users. Give authenticated users at least modify permissions. (I use authenticated users so I know what changes I have made rather than editing existing permissins, it is easier to undo).
Next give at least modify permissins for authenticated users to the directory where the program resides.
Next change permissions the same way for any ini files the program may have .
This procedure will get most programs to run

I already tried that once before except for the ini files. I will need to find out what they are first. Would they be in the directory of the program?
The problems I'm having so far is a program we are using to program electricity meters will not display or print data in "User" setting but will work fine in "Power User". This is being looked at by the company who make it but they seem stumped as well. The program won't create a html file from the data. The program uses this html fileto display the data and print it out.
User is unable to add Local printers but can install Network printers. I could just add the printers they need but there are 20 laptops and each one may need different printers installed.
Nokia data suite V4 says a file is corrupt in "user" but works fine in "Power user"
Can't think of any others at the moment.

Are the laptops members of a W2K domain? If so, you can disable windows installer and otherwise lock down the laptops using group policy.

They are just used as standalone laptops. I have already set them up with Windows Installer disabled but I was wondering if installations that don't use Windows installer can be blocked as well.
