preventing dialer-programs to be install

my pc has a cable-modem. sometimes dialer-programs are being installed automatically despite adaware-more precisely: the program did not show up there. fortunately they cannot get into action because there is not phone-line. my friend has a telephone-modem. how can we protect his pc?
