how can I prevent users fron accessing certain areas in a windwows 20000 enviroment such as control panel , printer, etc

Look into implementing group and/or computer policies. There is info on policies on the microsoft site.

For the printer, thats even easier, you can set permissions on the printer and ensure that only certain users have those permissions.
I dont know whether you have a domain or not but remember that in order to to protect a printer attached to a PC, you create a local group on that PC, assign the permissions on the printer so that the local group has access to the printer and add either global users to that group, but preferably add a global group to the local group.

Then add the global users to that global group.

Since this is a Netware forum, I am assuming (I know..) that you are talking about 2000 workstations connected to a Netware server.
If indeed this is the case, use Zenworks. We are a school, and use Zen to lockdown all desktops (9x, NT, 2000) very nicely.
