Printer server mean it is allocated to manager the entire printing job in the network it called print server. example u r working for a small company having 100 users, u cannot provide 100user with 100 printer so what u have to is install one printer server with printer the share this printer with all users PC now all user can print their document through the newwork.

TCP/IP printing : nothing different, this another way to share the printer in the network by allocation one IP address for Printer.
