Printing the Internet usage activity

I am a Technical Specalist for a School District. I need a way to track Student and Staff Internet Usage. I am aware of utilities that capture a users Internet activity. And these utilities create their own Internet usage transaction files. My question is, is there any utility that would utilize MS Internet Explorer's [5.0, 5.5, 6.0] and Netcape's existing file and data structure and provide a reporting capability the way the Windows Explorer does when viewing C:\Windows\Temporary Internet Files???

Also, I am looking for a utility, again, utilizing the existing data provided by Internet Explorer or Netscape, that would allow me to view chat sessions on the Desktop?

As far as tracking Internet usage, almost all Proxy Servers have a way to track and report what sites are being visited as well as site blocking capability. I'm afraid I can't help with the chat issue. The only thing I know of would be a packet sniffer.
