Problem Accessing CD's and flash drive

For the past few months i'm bothered by a weird problem: once i place a CD in either my Samsung CD-Rom or my Plextor CDRW, or if i plug my portable flash-disk into the usb socket, the computer cannot read the data from either one. in fact, it doesn't even show that there is a CD or that the flash-disk is plugged in.
However, if i restart the computer with a CD already in one of the drives or with the flash-drive plugged in, than there is no access problem at all.

The only common parts between them that I can think of are:
1) Motherboard ---
Is the USB built onto the MoBo or an add-in card?
Are the CD's both IDE and set for the right jumpers / Bios settings....
Is the USB Bios set correctly?
Does it matter what USB port you plug into?

2) OS --
(Dumb Q) Are your drivers up-to-date (IE Win98se not Win98 Orig) for USB, Flash Drive and CD software?

My guess is something with the OS.
probably registry problem.
if you have any idea as to where to look (specifically)...

My OS is XP Pro, and I have both O/B USB and a USB2 PCI CARD. The problem exists in both cases, and is not USB-port dependent.
My motherboard is an Intel Garibaldi, with P4 1.4Ghz and 384Mb 800MHz RDRAM.
All my drivers are up to date.

try with the pci card removed and see if your problem goes away. since may be conflict with the pci and the motherboard. do you have enough power for all your system cards? unsintall and reinstall any of the usb drivers. Connect an external hub that doesn't get power from the usb connection and see what happens.

of course there is always the wipe the computer and reinstall everything. hope it don't come to taht.
