Problem Reconnecting Outlook after closing and reopening it.

Several users on the network are having this same problem. We have an exchange server and when they first login to a system and pull up outlook it connects. If they close outlook and reopen it, it sits there trying to connect and never does. They can either restart or just repair the network connection. After this outlook connects to the exchange server. Any ideas?
