Problem w/ Email/Internet on Novell Net

I need some insight on where to begin looking at our network to find out why the Email/Internet solution we installed is not working correctly. We are leasing a product from IBM call the Whistle Interjet. It attaches to our Novell 4.11 network (running W95 on all workstations) to provide email and Internet access for up to 100 users. We gave each workstation a static IP address based on the domain name address we were given. We are running the Interjet using TCP/IP. Ever since we installedthe Interjet we have experienced problems getting mail through Outlook Express, the program locks up constantly which is did not do before when we had individual lines, modems and dial up accounts. We get errors saying the server unexpectedly terminated the connection or the connection to the server failed. We also have problems suring the internet. We constantly get the error, this page cannot be displayed and then it won’t display any other sites. You have to close IE5.5 and open it againand you go to one or two sites and it happens again. IBM created a VPN and used our system through that connection and were able to surf and retrieve email without any problems. I also created a VPN connection at my home computer and had no problems. They said the problem cannot be connected to their product that there must be something with the way our network is set up or a bug in IE or Outlook Express. We’ve had our people in who installed our network and they don’t think it’s the network. I’d like to know if there are any utilities or test we could run to try to pinpoint the problem.
