Problem w/Outlook Express Address Book

When the address book button is pressed, I receive a message that the book cannot be opened. “try reinstalling Outlook express”. After reinstalling 3 times and OS win98 once, I still get same message. When I execute the file from Win explorer I get message the the file is not an address book file. Can anyone help?
