Try the following.
1. Make sure your burner program is Windows XP compatible. If needed, either upgrade (typically not free) or update (typically free).
2. Uninstall and reinstall the burner program(s).
3. Boot to Safe Mode and burn a CD. If you do not have any problem, an antivirus program may be the cause. Uninstall and reinstall the antivirus program

yes, you at least need an update to drivers for your cd burner software. perhaps a whole update/upgrade. post the mfg and version number of your burning package, like Nero ROM or NTI cd-maker or roxio or adaptec....
or, workaround: try burning a cd using the built into XP cd-burning software. right-click a file, pick Send To, pick CD-RW drive. then open cd drive, pick File/Write files to CD. or see Windows Help for better directions.
if you have something other than CD-RW drive in the Send To but *not* that choice, post what you have.
