Without knowing the System Specs I would hazard a Guess that this is something new so you need to look for Infections or something that it running in the background hogging the CPU Duty Cycles. You can start off by opening the Task Manager with the Good Old MS 3 Finger Salute CRTL/ALT/DEL and go to Processes and see what's running and what is using so much of the CPU.

Failing that you'll need some form of Spy Ware and Virus Scanners which you'll need to have fully updated so that all the latest definitions are available and then start in Safe Mode by pressing the F8 key as the POST Screen finished and choosing Safe Mode and run the scans there with the minimum set of drivers installed and running.

For an AV Program if you don't already have one I would Recommend Norton's as you can run this off the CD and check the system before you actually start Windows and allow any Memory Resident Viri to load. For Spy Ware you can try Adaware SE at

http://www.lavasoftusa.com/software/adaware/

and Spy Bot S&amp at

http://tinyurl.com/yrwy2

Both are safe to use and one will pick up what the other misses well most of the time anyway.

The AV Program is a lot harder as if you don't already have a valid one installed you really can not install one on an infected system and expect it to work correctly as one of the first things that any Viral Infections do is hunt down the AV Program and disable it so if you try to install on an infected machine most times the AV Product will fail to work correctly and over look any resident infection. That's why I suggested the Norton's CD as it allows you to perform a Basic Scan without the System actually running with anything from the HDD loaded.
