problems running programs under user profiles

i want to ask if anybody knows an answer to a problem that’s been giving me headaches for quite a while now. i recently “inherited” a small network from somebody. the PCs have been using windows xp and have got 2 users: admin and simple user. the restrictions for the user are very tight since the people working on the machines like playing jokes all the time. the problem is: when i install programs with admin i want them to be available to work under user as well. usually this would be great is installing multiple users were available but that’s not always the case. and even so, some programs constantly need to write registry files to work properly. i tried to copy the registry files from admin to user and in some cases worked just fine but there are still some that give me errors each time i try to use them. the former administrators had help from somebody when they managed to get this done properly and have been cloning the HDD ever since so they are not much of any help to me. and i need to reinstall windows now and need some help with this, as those programs are vital for the people. i await any suggestions that might help me at least a bit.
