Problems with a restore

I had a power outage damage one of my user's Windows installation. I was getting the c:\windows\system32\config\system error. I was able to restore the installtion but now whenever the user right clicks something, or goes to delete something he gets a windows installer prompt. I let the installer go for over an hour once and it never installs anything. Anyone esle ever have that problem?
Does anyone know how to fix this?

As the administrator for the local computer and let the install run. This happens when programs like office have to run for the first time for a user and they do not have the rights to install any thing.

Is there a difference

I am a domain admin, should that make a difference.

Also, it's not the applications so much as the OS itself. Everytime he right clicks on something, an installer opens, accident or not. Even if he were to left click something and hit delete it opens an installer. It seems like all right click functions try to install first. Eventually he is able to cancel the installer and go on as normal until he needs to right click again.

I will try logging in locally though. I will try anything really.
