Problems with an 98 install

Have a Win98 that took a power hit. ruined the mother board. Replaced with a refurb and everything seems fine. Wiped the disk clean and am trying to reinstall win98.
It gets to the point of “Copying files needed for windows setup” and it quits. If you reboot and look at the c drive the files are there just doesn’t want to go any further. I have started over several times.
