Problems with ati drivers and direct 3d

I have an ati 9700 pro, 1900+ XP Soyo Dragon + Baord. When i try to update my video drivers i download them (for 98se) and uninstall my old ones. But when i goto install the new ones as soon as i open the exe it gives me the blue screen.. Also when i run the direct x diagnostics it disables my direct 3d. I have reinstalled directx 9 ABOUT 3 times. The newest driver i can use for my 9700 pro card are the wme-radeon-4-13-01-9062-efg.
