Problems with Computer Browser

When I reboot my PDC or BDC Server, I have to take out the network cable to let the Computer Browser start? If I don’t, It doesn’t start.
In event viewer, I have messages like 3870: Not a valid Computername (Workstation Service), and some others because of this one.
Technet tell me to fix some static entry in the WINS database.
I don’t see any IP address or name repeated in static Mappings. Any idea?

Also my RAS Service is not working, because of a RASMAN.EXE Dr. Watson error, when a useris getting validated in the network. Is there any relation between them?
