Problems With Remote Desktop, and Entering Country Location

I am using XP Pro with the third service pack. I have had two problems since I have put XP on a new hard drive in this computer a couple of months ago.

The first problem is entering the country in the drop-down window in the area, where you set up a modem. When I go to enter the country, that area is blank and it won?t let me put in the area code either. I thought there might be a problem with the modem, since it was an older one so I bought a new one, and the same thing happens.
For some reason the modem does work with fax software, but when I try to use application like Outlook?s phone dialer, it says I need to set up the modem, which of course I can?t.

Another problem I am having is with remote desktop. I have used remote desktop ever since I started using XP Pro. I made sure all of my firewalls settings are correct as far as I know. I have a couple of other computers with XP Pro on them that I can access remotely, and they work fine with the same firewall settings. What happens is that when I am at a remote computer, whether I?m in another town or even in my office on the same network it will not connect. I use static IP addresses in my office. When I enter in the address of the remote computer, and hit connect, within a split second it just shuts the connection down. One thing I did try in the office was to remove the LAN cable from the computer I want to connect to. After disconnecting the cable and going back to a remote computer I typed in the IP address again, and this time it took a while for the connection to time out. I assume there is something definitely configured wrong in the host computer, but I don?t know what.
